WIP0 是 WePigyy 治理的创世提案。本提案尝试阐述 WePiggy 治理的定义、意义和范围，明确 WePiggy 治理的目标以及基本原则，规范 WePiggy 治理的交互节点和提案流程，最后，提供了一份 WePiggy 改进提案的参考模板。
3 、动机
为了让 WePiggy 社区里的所有成员，更清楚地了解整个 WePiggy 治理的全貌，了解 WePiggy 治理的核心原则，以及如何使用 WIP 参与 WePiggy 的改进。
4 、提案正文
4.1 WePiggy 治理的定义
WePiggy 将由所有治理型代币 WePiggy Coin（以下简称WPC）的持有者共同参与管理。在 ”一 WPC 一票“ 的基本原则之下，通过由 WePiggy 社区成员共同构建并完善的科学治理体系，实现有目标，有过程，有结果的社区治理。
4.2 WePiggy 治理的意义
短期意义： 完善 WePiggy 的相关产品，充分发挥和团结社区成员的力量，引入外部合作资源，扩大社区影响力。
长期意义： 是社区的核心功能，是区别于其他产品的根本特性之一，随着协议的广泛使用，形成的护城河将难以动摇。
4.3 WePiggy 治理的范围
参考 Compound，在 WePiggy 治理的初级阶段，WPC 持有者应对以下事项具有投票表决权：
- 创建新的借贷市场
- 更新市场的利率模型
- 更新预言机地址
- 选择新的管理员
- 其它市场政策相关内容
除以上内容之外， 在流动性挖矿阶段，矿池的新增和调整，以及社区运营的相关事宜， 也可通过社区治理来实现。
在未来，WPC 持有者更应该逐步实现对协议的完全控制，最终决定协议的业务发展方向、市场拓展计划、技术路线、资产安全、生态系统激励等各个事项。
4.4 WePiggy 治理的目标
本提案建议 WePiggy 治理的目标包含两点，即：去中心化和 WePiggy 协议的最广泛应用。
作为一个开放的协议级产品，WePiggy 的终极目标就是实现彻底的去中心化，这一点不难理解。
WePiggy 协议的最广泛应用，可以从多个维度来衡量，包括但不仅限于以下几点：
1. 安全稳健
是 WePiggy 广泛应用的前提条件。其不仅包括智能合约的安全，还意味着系统内部的流动性安全，以及与 WePiggy 相互依赖的整个 DeFi 系统的安全。
2. 币种丰富
直接反应 WePiggy 协议与其它社区的利益关联，是广泛应用的间接指标，也是 WePiggy 的战略纵深。
3. 总锁仓金额（TVL）
作为一个借贷协议，TVL 是其业务的核心指标，是 WePiggy 的努力方向，也是判断协议成败与否的直接指标。
4. 品牌影响力
信任创造品牌，品牌带来信任，品牌的知名度与美誉度，是与 WePiggy 的广泛应用互相关联的。
5. 金融工具创新
立足核心业务，开发新的金融工具，拓展新的业务类型，有助于吸引更多新用户使用 WePiggy。
为了确保 WePiggy 协议的最广泛应用这一目标的顺利实现，需要 WePiggy 核心开发团队作为最大的利益相关方，在相当长的一段时间内，对自己的开发成本和持币投资负责，快速迭代产品，深度参与社区治理，同时在不影响社区财务利益的前提下，具有一定的决策灵活性。
WePiggy 核心开发团队应与社区一同积极促进用户量增长、商业采用以及更多的钱包接入，确保 WePiggy 在借贷协议领域获得一席之地。
WePiggy 核心开发团队还需在生态系统中牵头执行各种简单或复杂的开发任务，维护品牌和域名、前端服务器、论坛设施，以及投票系统等各类基础设施，确保 WePiggy 初期的正常运作。
4.5 WePiggy 治理的基本原则
本提案建议 WePiggy 的治理包含以下四项基本原则：
一、科学治理
WePiggy 的治理框架需要建立在可重复使用的科学模型之上。在 WePiggy 的社区治理活动中，尽量引导参与者，从对治理议题的辩论过渡到寻求共识、达成妥协的活动。在这种活动中，沟通渠道迫使参与者将注意力集中到风险评估的基本推理、理论和数据上，而不是围绕特定代币的特定风险参数展开两极化的人气竞赛。
二、追赶并创新
作为 Compound 的 fork 项目，WePiggy 应以此为起点，随着市场环境和技术发展，积极创建新的金融工具和业务场景。同时，虚心学习包括 MakerDAO 和 Aave 在内的优秀项目的成功之处，以期尽快让更广泛的用户有意愿使用产品，并参与到治理当中。
三、渐进式去中心
WePiggy 应致力于真正的去中心化，但去中心化之路需以谨慎铺就，确保协议建设的初期既有社区成员的广泛参与，又能够获得核心开发团队高效稳定的研发支持。与此同时，为与 WePiggy 深度整合的合作伙伴提供最大程度的稳定性也是至关重要的，因为他们需要感到安全，不会因为治理的快速去中心化而面临难以评估的变化。核心开发团队应持续推动 WePiggy 的治理权力下放，每一步都将使治理的更多方面由社区控制，逐步消除单点故障的可能性。
四、长期主义
为了 WePiggy 以及整个 DeFi 生态的长远利益，在治理决策当中，必须要考虑到长期的社会、环境以及可持续性发展。社区应慎防投机者以各种方式谋求自身的短期利益，损害 WePiggy 的长期利益，甚至对整个 DeFi 生态造成系统性风险。
4.6 WePiggy 治理的交互节点
为确保广泛的参与度和透明度，让低价值的闲聊和严肃理性的治理讨论在分层的不同交互节点上分开进行，确保有价值的建议和观点，能够从各级交互节点上升华涌现，并进入最终的治理决策通道，同时兼顾中文、英文语言使用人群的便利性，本提案建议 WePiggy 协议的治理采用以下线上交互节点和定位：

WePiggy 的社区成员和关注者可通过 Twitter/微博和 Medium/语雀了解 WePiggy 的进展，并在Twitter/微博上即兴展开讨论，发表简单的看法。社区成员可在 Discord/微信群头脑风暴，高效地交换治理意见。讨论到一定程度后，所有的治理意见都会汇聚到 WePiggy 论坛，形成特定提案的草案。社区成员针对草案进行开放而具有深度的讨论，继而形成正式的提案。
4.7 WePiggy 治理的流程
在 WePiggy 治理的初期阶段，为了让更多的 WPC 持有者参与到治理系统，建议该阶段采用较为轻量级的治理方式，强调易用性和普遍性。
建议基本流程，如下图所示：
整个流程划可分为三个部分：
1 ）提案讨论期
参与者应在 Discord 或微信群等社交媒体进行广泛、高频的初步讨论，随后在治理论坛上形成提案的草案，展开更为高效和具有深度的讨论，甚至完成预投票。
2 ）提案投票期
提案的草案在治理论坛上充分征集意见后，形成正式提案。由相关代表提交至 Snapshot 投票系统发起投票。投票期结束，若提案获得超过51%的选票，即视为通过。否则，即视为失败。除非遇到严重影响 WePiggy 正常运转的紧急情况，正式提案的投票期为 2 天。为了避免投票系统充斥垃圾提案，占用社区成员的大量精力，初期建议至少持有 1000 个 WPC 的钱包账户，方可发起正式提案。后期由于 WPC 流通量的增加，可由社区投票决定相关参数的设置。
3 ）提案执行期
若正式提案通过，进入提案执行期。涉及 WePiggy 协议技术调整的提案，由核心开发团队根据已通过的提案细节调整协议参数和程序，使用 Timelock 部署执行。48小时以后，提案正式生效。未涉及 WePiggy 协议技术调整的提案，可由指定的社区志愿者推进执行，社区共同监督执行进度。

2. Abstract
WIP0 is the genesis proposal for WePiggy’s governance. This proposal attempts to expound the definition, significance and scope of WePiggy’s governance, clarify the goals and basic principles of WePiggy’s governance, standardize the interaction nodes and proposal process of WePiggy’s governance. Lastly, it provides a template for WePiggy improvement proposal.
3. Motivation
In order to make all members of the WePiggy community clearly understand the whole picture of WePiggy’s governance, core principles of WePiggy governance and how to use WIP to participate in WePiggy’s improvements.
4. Specification
4.1 Definition of WePiggy’s Governance
WePiggy will be jointly managed by all holders of governance token WePiggy Coin (hereinafter referred to as WPC). Under the basic principle of “one WPC, one vote”, a scientific governance system will be built and improved by WePiggy community members to realize high-quality community governance with goals, processes, and results.
4.2 Significance of WePiggy’s Governance
In the short-term: Improving WePiggy’s related products, mobilizing and uniting the power of community members, expanding business cooperation, and increasing the influence of WePiggy community.
In the long-term: Governance is a core function of the community, one of the fundamental characteristics that distinguish WePiggy from other products. As the protocol becomes more widely used, other products will not be able to compete with us.
4.3 Scope of WePiggy’s governance
Refer to Compound’s governance, during the initial phase of WePiggy’s governance, WPC holders have the right to vote on the following issues:
- Create new pToken markets
- Update the interest rate models for any markets
- Update the oracle address
- Choose a new admin
- Others market policy related matters
Besides, community can initiate proposals to add more mining pools, or change the WPC mining weight of any pools in WePiggy’s liquidity mining program, and make decisions on any issues related to community operation.
In the future, WPC holders should gradually realize full control of the protocol, and finally decide WePiggy’s business direction, market strategy, technology roadmap, asset safety, ecosystem incentives and so on.
4.4 Goals of WePiggy’s governance
This proposal suggests two goals for WePiggy’s governance, namely: decentralization and the widespread use of WePiggy’s protocol .
It’s easy to understand that, as an open protocol, WePiggy’s ultimate goal is to achieve complete decentralization.
The widespread use of WePiggy can be measured from multiple dimensions, including but not limited to the following:
1. Security
That is the prerequisite for the widespread use of WePiggy. It includes not only the security of the smart contracts but also the security of the liquidity within the system, as well as the security of the entire DeFi system that WePiggy relies on.
2. A variety of crypto assets
That is a direct reflection of how WePiggy binds with the interests of other communities, it is an indirect indicator of the widespread use of WePiggy’s protocol, and it also represents the strategic depth of WePiggy.
3. Total value locked (TVL)
TVL is a core indicator of lending protocol, the direction of WePiggy’s efforts, also a direct indicator of the success or failure of WePiggy protocol.
4. Brand influence
The popularity and reputation of WePiggy’s brand are deeply correlated to the widespread use of WePiggy.
5. Product innovation
Based on the core business-lending market, develop new financial tools. Expanding new types of business step by step to attract more new users to use WePiggy.
In order to ensure the smooth realization of the goal, it is necessary that WePiggy core development team should play the role as the largest participant. For quite a long time, the core team should be responsible for their own development costs and investment, rapid iteration products, deep participation in community governance. At the same time, under the premise of not affecting the financial interests of the community, the team shall have a certain degree of decision-making flexibility.
The WePiggy core development team should work with the community to actively promote user growth, business adoption, and more wallet access to ensure that WePiggy has a place in the lending market field of DeFi.
The WePiggy core development team also needs to take the lead to carry out various simple or complex development tasks in the ecosystem, maintain the brand and domain name, front-end server, forum facilities, voting system, and other infrastructures, and ensure the normal operation of WePiggy in the early stage.
4.5 Basic principles of WePiggy’s governance
This proposal suggests that WePiggy’s governance includes the following four basic principles:
1. Scientific governance
WePiggy’s governance framework needs to be based on a reusable scientific model. In WePiggy’s community governance activity, we try to guide participants to transition from debating on governance issues to seeking consensus and reaching compromise. In such events, communication channels force participants to focus on the basic reasoning, theory and data of risk assessment, rather than a polarised popularity race around specific risk parameters of any tokens.
2. Learn and innovate
As a Compound fork project, WePiggy should make this as a starting point, actively create new financial tools, and expand the business scope as the market environment and technology evolve. At the same time, learn the success of excellent projects, including MakerDAO and Aave, with an open mind, in order to get a wider range of users willing to use the product and participate in governance as soon as possible.
3. Gradual Decentralization
WePiggy should be dedicated to true decentralization, but the path of decentralization needs to be carefully built to ensure that the early stage of protocol construction includes extensive participation of community members and efficient and stable R&D support from the core development team. At the same time, it’s also crucial to provide maximum stability for partners who are deeply integrated with WePiggy, as they need to feel secure and not face changes that are hard to assess because of the rapid decentralization of governance. The core development team should continue to push WePiggy to decentralize governance, with each step bringing more aspects of governance under community control, gradually eliminating the possibility of a single point of failure.
4. Long-termism
For the long-term benefit of WePiggy and the entire DeFi ecology, long-term social, environmental, and sustainable development must be taken into account in WePiggy’s governance. The community should be wary of speculators seeking their short-term interests in various ways, damaging WePiggy’s long-term interests and even causing systemic risks to the whole DeFi ecology.
4.6 Interaction nodes of WePiggy’s governance
In order to ensure wide participation and transparency, make low-value small talk and serious governance discussions separate on different layers of interaction nodes, ensure that valuable suggestions and ideas emerge from the interaction nodes at all levels and enter the final governance decision path, ensure the convenience of both Chinese and English language users. This proposal suggests that WePiggy’s governance adopts the following online interaction nodes and positioning:

Members of WePiggy’s community and followers can follow WePiggy’s progress through Twitter/Weibo and Medium/Yuque, and have an impromptu discussion on Twitter/Weibo to post simple opinions. In the Discord/WeChat group, members of the community can effectively exchange governance opinions. After a certain degree of discussion, all governance opinions converge on the WePiggy’s forum to form a draft of a specific proposal. Community members discuss the draft in an open and in-depth manner, leading to a formal proposal.
4.7 Proposal process of WePiggy’s Governance
In the early stage of WePiggy’s governance, in order to get more WPC holders participate in the governance system, it is suggested to adopt a more lightweight governance method, emphasizing ease of use and universality.
The suggested basic process, as shown in the figure below:
The whole process can be divided into three stages:
1) Proposal Discussion Stage
Community members should participate in general and high-frequency initial discussions in social media such as Discord or WeChat groups, then form draft proposals in governance forums, engage in more efficient and in-depth discussions, and even complete pre-voting.
2) Proposal Voting Stage
After the draft proposal is fully solicited in the governance forum, a formal proposal can be formed. The relevant representatives submit the formal proposal to the Snapshot voting system to initiate voting. At the end of the voting period, if the proposal receives more than 51% of the votes, it passes; otherwise, it fails. Unless there is an emergency that seriously affects the normal operation of WePiggy, the voting period for the formal proposal is 2 days. In order to avoid the voting system being flooded with junk proposals and taking up a lot of time and energy of community members, in the early phase of governance, it is recommended that a wallet address hold at least 1,000 WPC to be eligible to initiate a proposal. In the later phase, due to the increase of WPC circulation, the relevant parameters can be set by community voting.
3) Proposal Execution Stage
If the formal proposal is passed, it will enter into the execution stage. The proposal involving technical adjustment of WePiggy protocol will be implemented by the core development team according to the details of the passed proposal, using Timelock to deploy and execute. The proposal will take effect 48 hours later. A proposal without technical adjustment can be implemented by designated community volunteers, and the community can jointly supervise the implementation progress.
